Music that is not in the public domain must fall under the provisions of the United States Copyright laws. A license of permission must be granted before the process can begin. Getting permission to arrange a piece for band is fairly simple. Complete the "Permission To Arrange" form and send it to the copyright holder. You may have to pay a small fee to obtain clearance, but it's usually nominal.
